Vice President for Operations Management
Reporting to and partnering with the President, Mr. LoCastro works closely with other members of the Conservancy's senior management team to develop and implement a series of strategic initiatives related to the Conservancy’s Park-based operations.
Mr. LoCastro collaborates to organize and direct all daily operations for Central Park and is responsible for the overall administration and business performance of Operations, Horticulture, Technical Services, Volunteer and Visitor Services Departments.
As a member of the Conservancy’s senior management team, Mr. LoCastro partners with leaders in Planning Design and Construction to review all planned renovations, restorations and capital projects being considered for Central Park, in order that maintenance protocols, staffing plans and budgets may be developed to provide for the proper care and upkeep all newly created spaces and landscapes in the Park.
Administration & Business Performance
Mr. LoCastro acts as a strategic partner with the President and CFO in the planning, design and implementation of systems, processes and procedures in a proactive fashion. He establishes annual operating budgets for the Park in accordance with the established standards of the Conservancy. He assesses Park-based staffing levels and organizational structure on an ongoing basis to assure alignment with Conservancy goals and objectives.
Mr. LoCastro handles corporate managerial functions concurrent with Park-based operational management, focusing on the disciplines of risk management, occupational health & safety, procurement, managing to budget, documenting / recording of all operations activities, development of policies and procedures and making recommendations for required systems support.
Mr. LoCastro collaborates with the Associate Vice President for Operations, Chief of Operations and all site management personnel to strategically develop and implement an operational plan for the Park — a plan that maintains the Park in the best possible fashion, operates within approved budgetary parameters, is sustainable and supports the long-range strategic vision of the Conservancy.
Along with the Vice President for Operations and Vice President for Planning Design & Construction, Mr. LoCastro reviews all planned capital projects for Central Park for the purpose of developing an integrated, programmatic transition process between departments as capital projects near completion. He leads a process that prepares the Operations Department to properly staff and maintain newly constructed landscapes and spaces throughout the Park. He develops a systematic process that provides for the sharing of all construction related documents such as: site plans, equipment specifications, maintenance manuals, warranties, etc. In collaboration with the Vice President for Planning Design & Construction, he routinely performs reviews of Capital Projects that aid in the creation of appropriate levels of preventive maintenance in Central Park.
Mr. LoCastro works to foster a collaborative partnership between Development and Operations, one that provides a support apparatus which enhances and strengthens our responsibilities to existing donors, as well provides a platform from which new donor relationships may be built. He participates in all fundraising and development efforts as required. He documents and reviews any suggestions and recommendations that may improve and/or strengthen development efforts.
Mr. LoCastro collaborates with the President, CFO and other Vice Presidents in an effort to achieve the Conservancy’s goals and objects for fundraising, as well the fulfillment of its mission.
Mr. LoCastro joined the Conservancy in May of 2011 in this newly created position. Prior to joining the Conservancy, Mr. LoCastro has managed systems, technology, large scale facilities and construction projects in both the private sector and higher education.
Mr. LoCastro holds a Bachelor’s Degree in Real Estate Sciences from New York University.
