Chief Financial Officer & Vice President for Finance and Administration
Reporting to and partnering with the President & CEO, Mr. Spinelli sets the Conservancy’s financial policy and direction while also serving as an active participant in and driver of, the organization’s overall strategy. He leads all financial administration, business planning, human resources, information technology, and compliance functions. He is responsible for establishing and maintaining internal control, which provide reasonable assurance that the Conservancy assets are safeguarded; all transactions are properly authorized and recorded; and financial statements are free of misstatement and fairly present the financial position of the Conservancy.
As a member of the senior management team, Mr. Spinelli works directly with the Finance, Investment, Audit, Compensation and Management Development, Strategic Planning and Executive Committees of the Board of Trustees.
Strategy Development and Execution
Mr. Spinelli partners with the President & CEO on all operational and strategic issues as they arise, and provides strategic recommendations to the President based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis. He participates in the ongoing strategic planning process as an integral member of the senior management team. He oversees long-term budgetary planning and cost management in alignment with the Conservancy’s strategic plan. Mr. Spinelli engages the Vice Presidents for Planning, Design and Construction, Operations, and Development & Visitor Experience to align financial management with short and long-term financial planning and projections. He engages Board committees with respect to issues, trends, and changes in the organization’s operating model and operational delivery.
Financial Management and Accounting Activities
Mr. Spinelli oversees preparation of annual and multi-year budgets, and monitors the progress of budget implementation and present operational metrics both internally and externally. He works with the President to ensure that revenue targets are reason- able and that the expense budget is controllable. He ensures that finance staff maintains the financial record systems in accordance with Conservancy policies and Generally Accepted Accounting Principles, and monitors the use of all funds. Mr. Spinelli oversees the preparation and approval of all financial reporting materials and metrics for organizations and the Conservancy’s Board of Trustees, and prepares and communicates monthly, quarterly and annual financial statements. He manages cash flow and fore- casting, and directs all financial, project-based, and departmental accounting. He coordinates all audit and tax activities. He develops and monitors all Finance, Administration, HR, and IT related controls, procedures, and processes.
Mr. Spinelli evaluates, at the corporate level, the deployment and efficacy of all Conservancy resources to ensure: programmatic and administration expenses support strategic mission of the Conservancy, all economic and human resources are used efficiently, and donor intent is honored.
Administration — Compliance
Insurance / Legal / Human Resources / IT
Mr. Spinelli manages corporate governance policy development / implementation, legal and regulatory compliance. He oversees the Conservancy’s insurance program, including coordination with the NYC Corporation Counsel on all litigation related to the Conservancy and its contract with the City. He manages Human Resources functions including: recruiting, training, employee relations and benefits administration. He manages IT functions including: technology planning and deployment of networking resources, infrastructure, and enterprise / application software and policy development.
During Mr. Spinelli’s tenure as CFO, the Central Park Conservancy’s assets have nearly tripled, increasing by more than $240 million. This change has been instrumental in ensuring that the organization’s mission remains insulated from economic cycles.
Prior to his role as CFO, he held the positions of Vice President for Finance, Director of Capital Projects, and Deputy Chief of Operations.
Mr. Spinelli holds a B.B.A in Management from Hofstra University.
